I received a 20% off coupon in my email. It says does not include sale or promotional items. Technically this isn’t a sale price but would it be considered a promotional item? Thanks!

Hi there, I have not done this deal but I have done other deals in the past and my total was 4 cents off and my EB did not print. When the cashier and I checked the receipt, it stated that I needed 4 cents. Has this happened to any one else?
